1. Set DRAM CLK default always 100MHz

2. Fix ECC memory in post code "C1" very slowly issue

3. Spread Spectrum default setting to "+/- 0.5"

4. Fix some low speed system power FAN can't detect issue

5. Fix when resume from S3 can't found 694x PCI to PCI bridge and 686B PCI to ISA bridge

6. Update new CPU code 06A0 06B0 and CPU ratio table
